Resend a waitlist confirmation

Email the same confirmation and code again.

Scopeswaitlist:write
POST/v1/waitlist/signups/{id}/resend

Sends the confirmation again, with the same reward code as the first time. Use this when the original never arrived or was deleted. It never mints a second code.

Nothing is sent when you have the confirmation email switched off, or when you disabled the template. The call still returns 200, and last_sent_at stays as it was.
