Filter on status=unsubscribed before you send anything to the whole list: those people asked to be left alone, and they stay in the list so the address cannot be signed up again for a second code.

Errors

400	`invalid_status`	Unknown value for `status`
400	`invalid_limit`	`limit` is not a positive integer
